Our Team

Bob Blakley

Bob Blakley

Bob is a veteran of the United States Marine Corps and has spent his entire adult life in service to others.  Upon leaving the Marines, Bob entered law enforcement and has served in that capacity for the last two decades.  Bob's experience in law enforcement has spanned all facets of the profession, to include:  Civil Disturbance Unit, Tactical Team (SWAT), Criminal Patrol, Crash Reconstruction, Investigations, Internal Affairs, Major Crimes Detective Supervisor, Operations Supervisor, Information Technology Commander, Distrcit Station Commander, Motorcycle Operator, Traffic Safety Division Commander, and Incident Commander.  Bob is also well versed on the National Incident Management System (NIMS) Framework, and  serves on a Type III Incident Management Team, capable of deploying and managing large-scale incidents around the globe.


Bob has a Bachelor's degree in Human Resources Management, with a minor in Leadership, from the University of Richmond.  Bob also holds a Master's Degree in Public Administration from George Mason University, where he also serves as an adjunct professor.  Bob has years of experience teaching a variety of topics from leadership to criminal justice in many different settings.  Bob specializes in leadership development and works with customers to deploy solutions that become part of an organization's culture.  Bob's entire career has been devoted to making our communities safer, and this passion is what led to the creation of VIPER Consulting.  


Matt Owens

Since the time he entered the workforce as a young adult, Matt has committed his life to serving and assisting others.  As a high school student, he assisted his local police department at community events, and later turned his interests into an accomplished career in law enforcement. Matt’s law enforcement career includes experience in a variety of assignments, including Patrol Officer, Neighborhood Patrol Unit, Detective in the Criminal Investigations Section, Patrol Supervisor, Internal Affairs Investigator, Liaison Commander with the Emergency Call Center and Emergency Operations Center (EOC), Crisis & Hostage Negotiations Commander, District Station Commander, and Commander of Planning and Bureau.  As the Planning and Research Commander, Matt was responsible for leading a variety of department programs and entities, including the Community Outreach Program, Legislative Liaison efforts, Mental Diversion Programs, the Crime Analysis Unit, Strategic Planning, and Continuity of Operations planning.

Matt has a Bachelor’s degree in Criminal Justice from Liberty University, and has dedicated himself to advanced training in the law enforcement field.  He has spent several years teaching a variety of criminal justice topics, including leadership at the individual, group and organizational levels, and the Records Management System for his agency.  It is Matt’s passion for assisting and protecting others that led to being a co-creator of VIPER Consulting.


Our Team

Shawn Martin

Shawn has dedicated his life to public service, spending the last 30 years working in service of others. A veteran of the United States Marine Corps, Shawn also served nearly 20 years volunteering as a firefighter / paramedic in Virginia.  For the past 23 years, Shawn has worked for one of the country’s largest police agencies, where he currently is serving as a police commander. During his law enforcement career Shawn has served in a variety of roles, including:  Patrol Officer, Field Training Instructor, Civil Disturbance Unit, Bike Patrol, Helicopter Flight Officer, Tactical Paramedic, Motorcycle Officer / Supervisor, K9 Handler / Supervisor, Tactical K9 Handler, Assistant District Commander, District Commander, and Staff Duty Officer.  

Shawn is a graduate of the Southern Police Institute’s 79th Command Officer Development School.  He holds a Bachelor of Science degree in Criminal Justice with a minor in Business Administration, and a Master of Science in Criminal Justice Public Administration, from the prestigious Liberty University.

Shawn has spent years teaching military, Fire/EMS, and law enforcement personnel a variety of topics.  He specializes in teaching all topics in support of the National Incident Management System (NIMS), and currently serves on a Type III Incident Management Team, which is always prepared to deploy to disasters and other large incidents around the world.  


Lee Warner

Lee's passion for helping others began as a volunteer firefighter and emergency medical technician while in high school, and continues today.  Now with over 33 years of experience, all on the front lines of 9-1-1 response, Lee serves as a battalion chief in largest fire and rescue department in the State of Virginia.  During his career he has served in almost all roles within the department, including Firefighter, Paramedic, Technical Rescue Team Member, Engine and Ladder Truck Driver, Engine, Ladder Truck, and Heavy Rescue Squad Officer, Lieutenant, Captain, and Station Commander.  

For the last 11 years he has served as a Battalion Chief  utilizing the National Incident Command System in real world events on a daily basis, commanding hundreds of significant incidents.  Lee also spent 10 years as a member of one of the country's most elite Urban Search and Rescue Teams, rising to the level of Planning Chief. This included numerous deployments, to include the 9/11 response to the Pentagon.  During the last 10 years Lee has been instrumental with the development, creation, and training of his agency's police / fire joint operations manual, with a heavy focus on active violence response, as well as serving as his department's representative on Northern Virginia High Threat Response Committee.  

Lee is a nationally registered paramedic with over 26 years of advanced life support experience.  He holds a Bachelor of Science degree in Fire Science from the University of Maryland, and a Master's Degree in Public Administration from George Mason University.  Lee has planned and participated in many activities and drills related to active violence response, including various public and private agencies such as Department of Defense, FBI, and CIA, and is his agency's subject matter expert on active violence response.  He has also taught nationally on the subject.  It is this passion and experience he shares as a member of our team.
